Why access is the problem in New York
A large share of psychiatric providers in New York City and across the state have moved to private pay, often charging several hundred dollars per session. People with perfectly good insurance still end up unable to find someone who takes it.
This practice is in network through Headway with several major carriers, which for many people brings the cost of a visit down to a standard copay. That is the specific gap it is intended to fill.

Licensure follows your physical location at the time of the appointment. If you live in New York, you can be seen from New York.
If you split time between New York and New Jersey — which plenty of people in this region do — Steven is licensed in both, so mention your situation when you book and scheduling can be set up correctly.
